I just went through an audit for my 2008 taxes. After my examination i received a 4549 showing i owe some tax.?

The auditor also made another appointment to review my bank statements that I wasn't able to provide at our original meeting. He also gave me a letter and my 4549, saying that i can agree to pay the money if i respond by 3/12. He said that if i just agree, i don't have to come back. When I called him to cancel our next appointment and agree to pay the tax, two weeks before 3/12, he said that option was no longer on the table and I now must provide my bank statements. Can they do that?
